Enhancing Faith Institutions presented the SOAR Project at Workshop on Countering Terrorist Threats against Vulnerable Targets in Indonesia between 12-14 April 2023. The workshop was organised by UN Global Program to Counter Terrorist Threats Against Vulnerable Targets, led by the United Nations Office of Counter Terrorism (UNOCT), the United Nations Interregional Crime and Justice Research Institute (UNICRI), and the UN Alliance of Civilizations (UNAOC) in collaboration with INTERPOL.

The event was opened by the National Counter-Terrorism Agency and was followed by an introduction of the participants. Enhancing Faith Institutions, the lead of the SOAR Project, presented on day 3 of the workshop. The presentation was delivered by Mr. Shaukat Warraich, director of Enhancing Faith Institutions, and discussed public-private partnerships to protect religious sites. The presentation touched upon the SOAR project as a case study of a successful European partnership that follows the goal of protecting places of worship and communities.

The workshop also launched the “roadmap” on vulnerable targets protection in Indonesia. Mr. Ignacio Ibanez, the head of UNOCT office in Madrid, presented the programme, Ms. Anne-Maria Seesma (CTED) and Mr. Günter Povoden (Senior consultant, UNOCT – online) provided on overview of the programme, and Police Brigadier General Imam Margono, Director of Protection, National Counter Terrorism Agency of the Republic of Indonesia discussed the status of the vulnerable targets protection—including critical infrastructure and soft targets—framework in Indonesia and reflections on the roadmap.

This workshop was funded with a generous contribution to UNOCT from the United States of America, Department of State, Counter-Terrorism Bureau. The funding enabled the UNOCT’s Global Programme to Counter Terrorist Threats Against Vulnerable Targets to support Indonesia in strengthening its legal, institutional and operational framework on vulnerable target protection.
